네이버는 일본에 라인파이낸셜을 설립해 블록체인 관련 프로젝트를 진행하고 있다. 이를 위해 블록체인 기술 전문 자회사 언블락도 설립했다. 네이버는 블록체인 기술을 개발해 일본과 동남아에서 최대 메신저로 각광받고 있는 라인 플랫폼을 활용해 결제 서비스에 블록체인을 활용하는 방안을 연구한다는 방침이다.

카카오도 올해 블록체인 개발 자회사 `그라운드X`를 일본에 설립했다.

설립 후 4개월간 100명 가까운 직원을 채용하며 규모를 키우고 있다. 블록체인 원천기술을 개발하고, 토큰 이코노미를 구축하기 위한 금융·유통 서비스를 개발할 계획인 것으로 알려졌다. 한국 벤처를 대표하는 기업들이 일본에서 블록체인 관련 연구를 진행하는 것은 현지에 기반을 둔 법인이 있기도 하지만 국내에서 연구를 하기엔 규제 불확실성이 너무 크기 때문이라는 것이 중론이다.

정보기술(IT)업계 관계자는 “블록체인의 대표 서비스가 가상화폐인데 한국에서는 가상화폐 발행을 위한 공개투자모집을 금지하고 있다. 그리고 가상화폐 거래소들이 줄줄이 검찰 수사를 받았다. 이런 상황에서 어떤 기업이 가상화폐 등 블록체인 기반의 금융 서비스를 개발하려고 하겠느냐”며 “카카오나 네이버는 우선 규제 우려가 없는 일본에서 서비스 개발을 하려는 것 “이라고 했다.

가상화폐공개(ICO)와 관련해서도 부정적인 인식이 강해 관련 기업들이 싱가포르, 스위스 등 해외로 나가고 있는 상황이다. 한 벤처업계 관계자는 “기술에 관한 충분한 논의가 진행되기도 전에 가상화폐의 부작용이 먼저 부각되면서 블록체인과 관련해서도 한국에서 프로젝트를 진행하는 것은 쉽지 않다는 인식이 관련 업계에 퍼져 있다”며 “기업들이 해외에 나가고 인력들도 따라나가면서 국내 블록체인 관련 생태계가 이미 망가지고 있다는 얘기가 나오고 있다”고 지적했다.

실제로 일본 유수의 인터넷 기업이 블록체인 관련 프로젝트를 진행하기 위해 팀을 꾸렸는데, 상당수 인력이 한국 인재들이라고 한다. 금융과 IT, 두 가지 분야에서 한국 인재들이 상당한 지식과 역량을 갖고 있는데, 정작 이 두 가지를 합친 분야에서는 규제에 막히다 보니 다른 나라에서 기회를 찾고 있다는 것이다.

바이오, 블록체인, 인공지능(AI) 등 4차 산업혁명을 키우기 위해 사활을 걸고 있는 일본 재계 입장에서는 한국 기업들의 일본행을 마다할 이유가 없다. 한국 기업까지 가세하면 4차 산업혁명 생태계를 일본이 주도할 수 있는 기반을 만드는 데 유리하기 때문이다.

생태계가 꾸려지면서 미국 일본 등 블록체인 주도 국가의 기술력은 날로 정교해지고 강해지고 있다. 코닥은 최근 사진을 블록체인상에 저장한 다음 저작권을 구분하고 원래 사진을 찍은 촬영자에게 보상하는 시스템을 만들겠다고 선언했다. 코닥이 이런 비즈니스를 활성화하기 위해서는 가상화폐를 만들어 공개한 다음, 보다 많은 사람들이 이 화폐를 활용하도록 해야 한다. 이처럼 원래 기업이 영위하던 비즈니스를 블록체인상에 올린 다음 이를 활성화하기 위해 가상화폐를 공개하는 이른바 `리버스 ICO`가 빠르게 확산되고 있다.

그런데 한국에서는 이런 작업이 불가능하다. 가상화폐 공개 자체가 불법이기 때문만은 아니다. 그동안 가상화폐 공개가 불법인 나라에서 탄생한 수많은 코인 프로젝트들이 가상화폐 공개가 자유로운 스위스의 추크, 지중해의 몰타, 아시아의 싱가포르 등에서 화폐를 공개하는 방법들을 썼다. 하지만 한국은 특이하게 법인에 대해서만 해외 가상화폐 투자가 규제되어 있다. 한 IT회사 관계자는 “정부에서 명시적으로 은행에 내린 지침 같은 것은 없는 걸로 알고 있다”며 “다만 은행들이 알아서 `가상화폐 투자` 명목으로는 계좌를 일절 열어주지 않고 있다”고 말했다.

또한 기업들 입장에서는 해외 가상화폐에 투자한 이후 세금 문제에 대한 명확한 지침이 없어서 나중에 `과세폭탄`을 맞을 우려도 있다.

익명을 요구한 한 법조인은 “정부는 가상화폐를 위험한 상품이라고 규정하고 있는 듯하다”며 “그렇다면 위험에서 보호해야 할 개인들의 해외 가상화폐 투자는 막지 못하는 상황에서, 오히려 위험을 떠안고 싶어하는 법인들의 해외 가상화폐 투자를 막는 것은 모순된 상황”이라고 말했다.

벤처투자업계 관계자는 “2000년대 초반 한국이 IT 테스트베드로 각광받아 한국에서 성공하면 다른 나라에서 성공한다는 공식이 있었다”며 “단순 테스트베드에 불과했다는 일각의 비판도 있었지만 게임, 포털, 메신저, 모바일 등에서 한국 벤처들이 상당한 일자리와 투자를 만들어내고 있는 것은 부인할 수 없다”고 지적했다. 그는 이어 “블록체인, 핀테크, 바이오 등이 규제에 막혀 1~2년 허송세월하면 생태계를 중국, 일본에 빼앗기고 결국 한국 내의 일자리를 앗아가는 결과를 낳게 될 것”이라고 우려했다.
